Abstract
The thesis critically discusses innovation as a concept of change when used in connection to the public sector. The thesis deals with questions on how to reformulate the concept of innovation in light of the ‘publicness’ of the public sector, or in other words in light of what is specifically public about it. Further, the political implications of existing ideas of innovation and users of public sector services are analyzed and discussed. The discussion takes it departure in a normative political philosophical understanding of the public sector and political citizenship, and includes both innovation literature and a case study. The thesis argues that we need to understand innovation in a way that explicitly takes the general and political aspects of public sector institutions into account.
