Abstract:
This talk will explore the puzzle of what is public in the complex processes of public service reform. Is it a question of sectors - in which the public sector is increasingly displaced by service providers in the private or voluntary/third sectors? Is it a question of the public - the population who is served by public services? Is it a political or ethical question - that services are guided by a public service ethos? Or is there a public interest in public services - and how might that interest be articulated, institutionalised and safeguarded in the changing environment of public service provision? Using these questions as starting points, the talk will examine the politics and processes of public service reform, with particular attention to the dynamics of marketisation, consumerism and managerialism in the reconfiguration of public services and their publicness.
